Our team has successfully supported a wide range of public sector organizations at municipal, provincial, and federal levels. Our experience spans program reviews, security audits, risk assessments, and workplace violence prevention, delivered with a strong emphasis on stakeholder engagement, regulatory compliance, and operational continuity.

Our public sector engagements include:
 

  • The Regional Municipality of York
    We conducted a comprehensive review of their corporate security program, focusing on governance, emergency preparedness, and organizational readiness. Our engagement resulted in the development of an actionable security strategy that addressed gaps across multiple departments and aligned with enterprise risk management objectives.
     

  • The Province of Ontario
    We provided threat and risk assessments and conducted reviews of physical and procedural security measures across several provincial facilities. Our recommendations informed long-term capital upgrades and operational policy updates.
     

  • Ministry of National Defence and the Canadian Forces
    Members of our team supported security planning and emergency response coordination at several domestic bases, contributing to high-readiness training and continuity-of-operations exercises.
     

  • Ministry of the Attorney General
    We were retained to conduct threat assessments and provide risk mitigation recommendations for high-risk court operations and vulnerable personnel. Our work included evaluating existing protective measures and recommending enhancements to facility access controls and duress procedures.
     

  • Ontario Securities Commission
    We conducted a security audit of corporate facilities and evaluated current policies and procedures related to workplace violence and harassment prevention.
     

  • Halton Region – Health Services Division
    Our engagement involved a security risk assessment across multiple public health and long-term care facilities. We provided a prioritized action plan for improving access control, visitor management, and emergency lockdown readiness.
     

  • Regional Municipality of Wood Buffalo
    We led a security program audit and risk assessment for multiple municipal facilities, including administrative offices, public works depots, and fire services. The outcome included a roadmap for improving organizational alignment and incident response capabilities.
     

  • Ontario Science Centre
    We supported their compliance with the Occupational Health and Safety Act by conducting a Workplace Violence Risk Assessment (WVRA) across multiple sites. This included stakeholder interviews, policy review, and an environmental scan of visitor-facing areas.
     

Case Study: Workplace Violence Risk Assessment Using MGCS WVRA Tool
 

In one of our recent projects with a public sector organization, we conducted a Workplace Violence Risk Assessment (WVRA) in accordance with the Ontario Ministry of Government and Consumer Services’ standard risk assessment tool. The assessment involved frontline staff interviews, supervisory consultations, physical walk-throughs, and a review of incident reports and existing policies.
 

We identified elevated risks in reception areas, client service counters, and isolated workspaces. Our findings led to several practical recommendations, including:
 

  • Enhancing physical barriers at customer-facing areas

  • Establishing dedicated panic alert systems

  • Implementing a revised visitor management process

  • Delivering targeted de-escalation training for staff
     

The client reported an immediate improvement in staff confidence and morale. Follow-up engagement showed a measurable decline in aggressive incidents and a stronger alignment with internal safety policies. The exercise also supported compliance with internal audits and external legal obligations under the Occupational Health and Safety Act, and the Occupier's Liability Act.
 

As former federal and provincial public sector employees, we approach each engagement with a strong understanding of bureaucratic structure, accountability, and policy-driven operations. We work collaboratively with our clients to map the flow of information and define lines of responsibility, often building bridges to peripheral departments to ensure our work is aligned and implementable. Each of our projects is delivered with a single, convergent point of contact to ensure continuity, responsiveness, and accountability throughout.
 

Our recommendations are contextualized and operationally feasible. We recognize that sweeping changes may be impractical within complex public environments; as such, we strive to preserve the integrity of existing systems while offering pragmatic improvements that enhance safety, compliance, and public confidence.
